Ownership varies with the dwelling type. Neither is a property of the city, and a scope written from a Sydney-wide assumption will be wrong somewhere in it.

Eighteen suburbs across eight councils means there is no single council answer for Sydney, and the right authority to ask depends on the address — Vaucluse is split between Waverley Council and Woollahra Municipal Council on its own. The state regime is the constant. The NSW Design and Building Practitioners scheme covers remedial building work on class 2 buildings and requires a registered design practitioner to produce a Construction Issued Regulated Design, lodged on the NSW Planning Portal by a building practitioner. It reaches apartment buildings, not every building in the city.

Timing and lead times in Sydney
Which is why a Sydney-wide timeframe is not a useful number. On a class 2 building the design step sits ahead of the work, so the calendar starts with a registered design practitioner rather than a crew; on a house it does not exist as a step. Across these suburbs the share of dwellings that are flats runs from a third to nearly nine in ten, so the honest answer to how long it takes begins with the address rather than the city.
