Approvals, and what actually applies
Concrete repair to an existing building is generally maintenance rather than development, so a development application is usually not the question. What does apply on a Class 2 building — most Sydney apartment blocks — is the NSW Design and Building Practitioners scheme: the remedial work must be designed by a registered design practitioner and lodged on the NSW Planning Portal before it proceeds. Separately, standing scaffold or a hoarding on a footpath or road is a council approval in its own right, and it is the one worth starting early on narrow streets.
Why the corridor matters
A contractor who works the beaches reads a chalked, lifting coating across a whole seaward face as normal for that stock. The same contractor looking at an Inner West block with three isolated spalls and a magnesite topping underfoot is looking at a different problem with a different cause. Enquiries go to whoever works the corridor the building is in, for that reason rather than for travel time.
