What moves the number

Three things, in roughly this order. Access — reaching a third-floor balcony safely means scaffold, a swing stage or rope access, and one published guide puts scaffolding alone above A$15,000 on some jobs. Extent — hollow concrete is found by sounding the surface, and the marked area is almost always larger than what is visible, because corrosion travels along the bar. And whether the water that started it has to be dealt with as well, which turns a concrete repair into a concrete and waterproofing repair.

Why the number comes after the visit

Because the two published guides disagree by about three times on minor work, and both are right about the jobs they are describing. A rate card cannot tell you which of those two jobs your balcony is. Someone sounds the concrete, marks the extent, looks at how the access will be stood and where the water is going, and prices that — which is a different activity from applying a per-square-metre figure to a photograph.
